   The Ombudsman is an institution of the Nation which acts with full independence and functional autonomy; receiving no instructions from any authority, to defend and protect the human rights and all other rights, guarantees and interests enshrined in the Constitution and the Laws and to control the exercise of public administrative functions.  


  Complaints must be signed and filed in writing by mail or in person at the main office of the Institution:
